Rose's Coded Letter Deciphered

When Rose was placed under arrest at her home, Alan Pinkerton's detective police searched her home for signs of espionage. One of the items they found was a letter ripped to shreds and thrown into the fireplace. They removed the letter and reassembled the pieces. To the left is an image of the message they found. I made a negative image of the letter and attempted to transcribe it.

As you can see, there are some missing pieces. As a result I was not able to do a complete transcription. Here's what I was able to come up with...

A copy of this letter can be found at the Ligonier Library at Georgetown University, near Washington, D.C. While visiting there I was going through the David Rankin Barbee papers and found the following transcription. I could not find any reference to who did the transcription so I'm not sure how they came up with the complete transcription, but here it is, nonetheless.....
